The Ampeg SGT-DI’s cab simulation feature is limited to the built-in factory cabs and does not support loading third-party IRs.

Can the Ampeg SGT-DI run both the Legacy and SVT preamp circuits simultaneously, or do you have to select between them? Also, does engaging the SGT drive section bypass the Ultra-Hi and Ultra-Lo switches like on some Ampeg heads?

You have to choose between the Legacy and SVT preamp circuits on the Ampeg SGT-DI—they can’t be used simultaneously. When you engage the SGT drive section, the Ultra-Hi and Ultra-Lo switches still work and are not bypassed, so you keep full tonal control.
